The geographical location of the Republic of Cyprus, as the European Union member closest to the Middle East, provides the capability of early warning and preparation of the appropriate authorities in Cyprus and the EU, to manage the migration flow originating from countries of crisis in the Middle East, and intercept illegal trafficking of third country citizens onboard vessels towards Cyprus and/or other European countries.

JRCC Larnaca in cooperation with all involved Departments of the Ministry of Transport, Communication and Works and the Ministry of Interiors, submitted a proposal to the Ministerial Council, for the development of a multipurpose Coordination Centre, able to manage a complete surveillance, location, identification, prevention, command and control system, covering the maritime area of responsibility and jurisdiction of the Republic of Cyprus in Eastern Mediterranean, serving, also, as a Coordination Centre for Humanitarian Operations due to natural or other disasters.

The “Zenon” Coordination Centre has the potentials to significantly contribute to the management and efficient confrontation of National Crisis, as foreseen by the Basic National Plan “ZENON”, in which possible crisis situations have been identified, falling under the jurisdiction of the Ministries. Apart from the fixed installed systems, additional mobile surveillance and identification systems, such as the long range thermal imaging and the unmanned aerial vehicles, are standing-by to be deployed and contribute, whenever requested by the competent Ministry.
